Azhar Aljurida azharaljurida51@gmail.com Susilawaty Susilawaty susilawaty_h@yahoo.com <p><strong>Tujuan:</strong> Penelitian ini bertujuan untuk mengevaluasi sejauh mana prinsip-prinsip good governance diterapkan dalam pengelolaan anggaran daerah di Indonesia, dengan fokus pada enam pilar utama yaitu transparansi, akuntabilitas, partisipasi, efektivitas, efisiensi, dan supremasi hukum. Evaluasi ini penting untuk memahami sejauh mana tata kelola keuangan publik mencerminkan nilai-nilai demokratis, partisipatif, dan akuntabel.</p> <p><strong>Metode Penelitian:</strong> Penelitian ini menggunakan pendekatan kualitatif dengan metode Systematic Literature Review (SLR). Artikel yang dianalisis diperoleh dari jurnal bereputasi dengan publikasi tahun 2018–2024, yang membahas praktik implementasi prinsip good governance dalam konteks penganggaran daerah. Proses analisis dilakukan secara tematik dan mendalam untuk menghasilkan sintesis interpretatif.</p> <p><strong>Hasil dan Pembahasan</strong>: Hasil penelitian menunjukkan bahwa implementasi prinsip good governance dalam pengelolaan anggaran daerah masih belum optimal. Kesenjangan antara regulasi dan praktik terlihat pada rendahnya keterbukaan informasi, lemahnya pengawasan, minimnya partisipasi publik, serta belum efektifnya penegakan hukum. Variasi implementasi antar daerah juga menunjukkan pentingnya konteks lokal dalam keberhasilan tata kelola.</p> <p><strong>Implikasi:</strong> Studi ini menawarkan kontribusi praktis bagi pemerintah daerah untuk merancang kebijakan pengelolaan anggaran yang lebih akuntabel dan partisipatif. The study examines whether the distribution of subsidies aligns with the principles of distributive justice and whether it effectively targets vulnerable populations.</p> <p><strong>Research Method:</strong> This research adopts a qualitative systematic literature review (SLR) approach, synthesizing scholarly articles, institutional reports, and policy evaluations published between 2018 and 2024. The study analyzes patterns of subsidy distribution, policy reforms, and their implications through thematic coding and theory-driven interpretation, particularly using the lens of Distributive Justice Theory.</p> <p><strong>Results and Discussion</strong>: The findings indicate that energy subsidies in Indonesia are regressive, with disproportionate benefits accruing to middle- and upper-income households, primarily due to their higher energy consumption. Meanwhile, lower-income and rural households receive limited support. Reforms aimed at transitioning toward targeted cash transfers show promise but are hindered by weak data systems and inconsistent implementation. The study further reveals that universal subsidy mechanisms often fail to address vertical and horizontal inequalities, underscoring the need for more targeted and data-driven policy interventions.</p> <p><strong>Implications:</strong> This research underscores the need for equity-based subsidy reform, emphasizing the importance of precision targeting, technological integration, and inclusive policy design. In doing so, it addresses the need for a comprehensive understanding of how international policy ideas are adopted, adapted, and institutionalized within diverse public sectors.</p> <p><strong>Research Method:</strong> Using a qualitative research design with a Systematic Literature Review (SLR) approach, this study analyzed peer-reviewed articles published between 2012 and 2024 across databases such as Elsevier, Springer, Wiley, and Emerald. The review focused on literature that discusses the transfer of policies in Indonesia, particularly in sectors like education, environmental governance, digital transformation, and disaster risk management.</p> <p><strong>Results and Discussion</strong>: The findings reveal that policy transfer in Indonesia is shaped by strategic adaptation rather than direct replication. Domestic actors—such as bureaucrats, academics, and civil society—act as policy entrepreneurs and marketers, reframing foreign policies to align with local contexts. However, fragmented implementation across regions and varying institutional capacities challenge policy coherence. The study contributes to theory by affirming the relevance of Dolowitz and Marsh’s framework and expanding its applicability to Global South contexts.</p> <p><strong>Implications:</strong> This study provides practical guidance for policymakers by highlighting the importance of localized adaptation and strategic framing. Rather than treating them as opposing models, this research investigates how paradoxes from their interaction shape modern governance practices.</p> <p><strong>Research Method:</strong> This study employs a qualitative Systematic Literature Review (SLR) method to synthesize relevant academic publications from 2018 to 2024, examining how paradoxes between bureaucratic and post-bureaucratic logics are described, interpreted, and managed within public sector institutions. The review process involved thematic coding and conceptual synthesis of 50 peer-reviewed articles from databases including Elsevier, Emerald, Wiley, and Springer.</p> <p><strong>Results and Discussion</strong>: The study reveals that bureaucracy and post-bureaucracy frequently coexist within hybrid organizational structures. This coexistence creates persistent paradoxes—such as stability versus adaptability and control versus innovation—that must be strategically managed rather than resolved. Ambidextrous leadership and paradox-sensitive governance are key mechanisms for navigating these tensions. The study offers a more integrative, paradox-based framework for public administration scholarship.</p> <p><strong>Implications:</strong> The findings highlight the importance of designing flexible and accountable public institutions. Managerially, they require leadership competencies that encompass duality and organizational complexity. Kepemimpinan transformasional terbukti berperan penting dalam memfasilitasi perubahan. Strategi seperti desentralisasi, digitalisasi, dan manajemen kinerja dinilai efektif namun sangat bergantung pada konteks lokal.</p> <p><strong>Implikasi:</strong> Studi ini memberikan kontribusi teoritis dan praktis dengan menawarkan kerangka evaluatif reformasi yang bersifat holistik dan kontekstual.
