Abstract
Tujuan: Penelitian ini bertujuan untuk mengidentifikasi tantangan utama dan strategi implementatif dalam reformasi birokrasi di negara berkembang, dengan fokus pada dimensi struktural, kultural, politis, serta peran kepemimpinan birokratik dan efektivitas strategi reformasi yang telah diterapkan.
Metode Penelitian: Penelitian ini menggunakan pendekatan kualitatif dengan metode Systematic Literature Review (SLR). Sumber data diperoleh dari artikel ilmiah terindeks dan literatur relevan yang diterbitkan antara tahun 2018 hingga 2024 melalui basis data seperti Springer, Wiley, Emerald, dan Elsevier. Analisis dilakukan secara tematik untuk mengelompokkan dan mensintesis temuan berdasarkan fokus penelitian.
Hasil dan Pembahasan: Hasil kajian menunjukkan bahwa reformasi birokrasi di negara berkembang dihadapkan pada tantangan struktural yang kaku, budaya kerja yang patrimonial, serta intervensi politik yang tinggi. Kepemimpinan transformasional terbukti berperan penting dalam memfasilitasi perubahan. Strategi seperti desentralisasi, digitalisasi, dan manajemen kinerja dinilai efektif namun sangat bergantung pada konteks lokal.
Implikasi: Studi ini memberikan kontribusi teoritis dan praktis dengan menawarkan kerangka evaluatif reformasi yang bersifat holistik dan kontekstual. Temuan ini diharapkan dapat dijadikan dasar perumusan kebijakan dan praktik manajerial birokrasi yang lebih responsif dan berkelanjutan.
